Government Information Analysis System for Emergencies (GIASE) is intended for informational and analytical support for the processes of preparation, control and making governmental decisions relating to emergencies.

During the elimination of an emergency GIASE fulfills tasks of processing, analysis and transmission of complete and reliable information to the executive power departments administrators, makes prognostication and models situations of emergency appearance and development.

Information gathering

Currently the system functions on-line around the clock in all local administrations of Ministry of Emergencies of Ukraine.

The system ensures total information gathering relating to an emergency from local departments of Ministry of Emergencies and a centralized control over the gathering of this information. The system is supplied with the program interface of integration with an operative-dispatch management system.

Saving and operative processing

GIASE secures saving information to an integrated centralized database. Operative units on duty of a central apparatus of Ministry of Emergencies of Ukraine daily monitor emergencies on the territory of the country, compose certificates and operative reports for the administrations of executive power by means of the system.

Analytical processing

Analytical units of a central apparatus of Ministry of Emergencies of Ukraine make analysis and prognostication of emergency appearance and development by the help of the system.

These operations are executed by the use of OLAP technology and GIS tridimensional analysis technology.

Remote access

The WEB portal of the System is created for a simplified access to the centralized information resource of the user System of System for all levels.

GIASE provides fulfillment of such tasks:

  • informing and monitoring;
  • analysis and prognostication;
  • planning activity and preparing solutions;
  • control of solutions and activity execution.

Institute of information registration problems under National Academy of Sciences of Ukraine provided methodological guidance for the project. Experts and leaders of Ministry of Emergencies of Ukraine, “Ukrainian experts of communication system” public enterprise, “GIS-Analytic”, “Spaero Plus” companies and others took an active part in the elaboration and introduction of the product.
